The City provides a comprehensive package of employee benefits that include paid time off, various insurance options and other benefits, most of which are described below.  Policies and procedures may be modified, amended, or deleted by Florida Statute and/or local ordinance.



LEAVE BENEFITS:
The City provides several types of leave benefits that are available to all Classified and Unclassified employees.



PTO (Personal Time Off) –  Employees enjoy personal time off and accumulate PTO at the rates listed below.  Unused PTO rolls over to the next year.  Employees who separate from the City in good standing are paid a percentage of their PTO leave based on their accumulation and years of service.


General Employees - 16 hours per month

Telecommunicators - 25.4 hours per month

Police - 20 hours per month

Firefighters - 38 hours per month

Personal Holidays - The City grants two working days per calendar year as personal holidays.

Anniversary Day –  Employees receive one day of leave at the completion of each five (5) year-interval of service (i.e. 5, 10, 15, 20, etc.) 

 

Holidays - News Year's Day, Martin Luther King Day, Memorial Day, July 4th, Labor Day, Veteran's Day, Thanksgiving and Friday after, and Christmas Day are observed as official holidays.

Military Leave - Granted in accordance with Florida statutes.

Jury Duty - Employees serving on jury duty are paid regular salary in addition to the per diem paid by the Courts.

Funeral Leave - The City permits three days off with pay in the event of a death in the employee's immediate family.

Leave Sharing Program - Allows employees to donate unused PTO to co-workers who are seriously ill or have family members who are ill, and have exhausted their own leave.


INSURANCE BENEFITS:
The City offers various insurance benefits for all Classified and Unclassified employees. {C}{C}{C}{C}



Health Insurance (HMO) is available as single or family coverage. 
The City provides $10,000 life insurance at no charge to the employee; employees may purchase additional life insurance or insure dependents at their expense. 
Dental insurance is offered as single or family coverage. 


FLEXIBLE BENEFITS:
The City allows all Classified and Unclassified employees to participate in a Flexible Benefit or Cafeteria Plan after one year of service. This will allow employees to pay their insurance premiums and contribute to a Medical and/or Dependent Care program with pre-tax dollars. 

All insurance premiums are pre-taxed. 
Medical Care reimbursements up to $3,000 can be pre-taxed.
Dependent Care reimbursements up to $5,000 can be pre-taxed.

PENSION:
All Classified and Unclassified employees participate in a defined pension plan. 


Florida Retirement System (Defined Benefit Plan) - Effective July 1, 2007, all new classified and unclassified employees (except members of the Firemen's Relief and Pension Fund and the Police Officers' Retirement Fund) participate in the Florida Retirement System.
Firemen's Relief and Pension Fund (Defined Benefit Plan) - This plan covers eligible Fire employees. Participating Fire employees pay a percentage of their salary into this plan while the City also contributes a percentage of salary. Employees can receive a normal retirement benefit from this fund when they have 25 years of service. Employees who resign or are discharged with less than ten years of service are entitled to a full refund of their contributions. Ten years of service is required for vesting.

Police Officers' Retirement Fund (Defined Benefit Plan) - This plan covers only sworn enforcement officer employees. Eligible employees pay a percentage of their salary into this plan while the City also contributes a percentage of salary. Employees can receive normal retirement benefits when they have 25 years of service. Ten years of service is required for vesting. Employees who resign or are discharged with less than ten years of service are entitled to a full refund of their contributions.{C}{C}{C}{C}

OTHER PENSION BENEFITS:


Social Security Replacement Plan (457 Plan) - Police Pension Participants Only.  This program provides replacement benefits in the areas of retirement, disability, and survivor coverage in lieu of Social Security.  Employees pay a percentage of their salary and the City contributes a certain percentage of salary.  Vesting is immediate for this plan.  Employees may increase or decrease their contributions at any time of the year.  Employees are eligible for receipt of benefits upon separation from service, circumstances that result in extreme financial hardship, or death.  Once separated from service, distribution must begin no later than age 70 1/2. 
Deferred Compensation (457 Plan) - This plan is limited to City employees participating in the Florida Retirement System and certified firefighters who are members of the collective bargaining unit.  Eligible employees pay a percentage of their salary into this plan. The City makes no contribution to the deferred compensation account. Vesting is immediate for this plan. An employee may increase or decrease their contributions at any time of the year. Employees are eligible for receipt of benefits upon separation from service, circumstances that result in extreme financial hardship, or death. Once separated from service, distribution must begin no later than age 70 1/2.
Deferred Retirement Option Plan (DROP) - The DROP is designed to add flexibility to the three defined benefit pension plans of the City, while remaining cost neutral to plan funding. The DROP allows eligible members of any of the three pension plans to retire from their pension plans, but continue employment with the city for a maximum of 60 months.

 

EMPLOYEE ASSISTANCE PROGRAM (EAP):
The City provides an Employee Assistance Program for all employees and their dependents to see a licensed mental health professional for assistance with problems of a personal nature.


TRAINING OPPORTUNITIES:



Education Reimbursement:  When funding is available, this policy allows for up to 100% tuition refund for job-related courses and remedial courses taken on off-duty time.
{In-service training is also provided as well as other career development opportunities.

 

CREDIT UNION:
As a City employee, you may become a member of the Pensacola Government Federal Credit Union with an initial deposit of $25.00. You may make savings deposits regularly and automatically with the convenience of payroll deductions. The Credit Union has various loan programs, which make available repayment on a payroll deduction basis. Notary Public service, traveler checks, and other services are provided to Credit Union members free of charge.
