The Act establishes as its primary objective the development of viable urban communities, including decent housing and a suitable living environment, and expanding economic opportunity, principally for persons of low and moderate income. This overall objective is achieved by the program's use of funds designated to projects that give maximum feasible priority to activities that will carry out one of the three national objectives; (1) benefit to low and moderate income families; (2) aid in the prevention or elimination of slums or blighted conditions; and (3) meet an urgent need.

Elligible Activities

In general, Community Development Block Grant Funds (CDBG) may be used to fund the following types of activities:

• Acquisition of real property;
• Preservation or restoration of historic sites;
• Rehabilitation or conservation of the existing housing stock;
• Provision of recreational facilities;
• Provision of neighborhood facilities and certain public works;
• Provision of public services not otherwise available in areas of concentrated activities;
• Code enforcement; and demolition and clearance;
• Special projects to remove architectural barriers which restrict mobility of handicapped persons;
• Payment of the non-federal share required in a matching grant-in-aid program for activities listed herein;
• Relocation payments and assistance for those displaced by assisted activities;
• Economic development activities;
• Comprehensive planning activities;
• Payment of reasonable carrying charges and administrative costs of planning and implementing a Community Development Program.
