Bill Reynolds

William H. Reynolds serves as City Administrator and Military Liaison and is tasked with leadership of the city’s daily operations. Bill served in leadership roles in county administration in Michigan and Wisconsin prior to coming to Pensacola.
Bill earned a Master in Public Administration from Harvard University where he received the John F. Kennedy Service Award for Exceptional Commitment to Community and Public Service. He also has a Juris Doctor from DePaul University College of Law where he attended as a Dean’s Honor Scholar. His Bachelor of Arts cum laude in History, Political Science and Sociology is from Greenville College.
Bill served as a prosecutor in the United States Marine Corps and tried over 200 criminal cases in U.S. Federal court prior to becoming the senior legal advisor to the 1st Marine Division. In 1998 he was recognized as the Marine Corps’ nominee for both the American Bar Association Military Attorney of the Year, and the Federal Bar Association Attorney of the Year.
Bill later served as Press Secretary to senior U.S. Senator Arlen Specter of Pennsylvania, and eventually became the senator’s Chief of Staff and Director of Communications. During his service in the Senate, he was a leader of the teams that oversaw the successful U.S. Senate confirmation hearings of both Chief Justice John Roberts and Associate Justice Sam Alito to the Supreme Court of the United States.
In addition, Bill continued to serve with the Marine Reserves both with an F-18 Fighter Squadron and subsequently a civil affairs unit. In 2004, he deployed to Iraq as a senior officer leading the team responsible for Civil/Military operations in the volatile Al Anbar province, where he participated in the planning and execution of the second battle for Fallujah, coordinated the post-battle assessment of the city’s infrastructure, and was named the senior civil affairs and reconstruction advisor to the province’s Iraqi governor. In 2011 he retired from the U.S. Marine Corps after twenty-seven years of service.
Bill is a Rotarian and serves in an advisory capacity on the Board of Directors of the Pensacola Bay Area Chamber of Commerce. He has previously served as a board member for multiple charitable organizations including the United Way.
